Engagements move in three steps, and each one is small enough to stop at. There is no requirement to commit to a development contract before the scope has been established and a pilot has produced something to judge.
The problem, the boundary conditions and the success criteria are written down before any development is priced. Regulatory constraints are treated as scope, not as a later adjustment.
A bounded pilot with its own deliverable and its own end date. It exists to produce evidence one way or the other, not to lead automatically to a larger contract.
